The president Vladimir Zelensky responded to a petition to ban the issue of subpoenas at roadblocks, gas stations and on the street. He addressed the prime minister Denis Shmyhal with a request to “comprehensively work out the issue raised in the electronic petition.”

The President recalled that he is in charge of general leadership in the field of state mobilization. It defines the purpose, objectives, type, scope, procedure and timing of mobilization.

Organizational management of mobilization is carried out by the government. Direct management for the implementation of mobilization measures is carried out in the central executive authorities, other state bodies by their leaders, and in the Armed Forces of Ukraine, other military formations is carried out by the central authorities of the relevant military formations.

Mobilization activities are planned and carried out by the Ministry of Defense through the General Staff of the Armed Forces of Ukraine.

Zelensky also noted that the procedure for notifying those liable for military service about their call-up for military service during mobilization and delivery of subpoenas (messages) is regulated by the relevant acts of the Cabinet of Ministers, the Ministry of Defense and the General Staff of the Armed Forces of Ukraine.

“Considering the above, I turned to Prime Minister D. Shmyhal with a request to comprehensively work out the issue raised in the electronic petition in the context of respect for the rights of citizens and legislation on military duty and military service,” the president’s response says.
