From October 1, four categories of Ukrainians will be able to receive a soft loan / photo from UNIAN

In the sixth month of Russia’s full-scale invasion of Ukraine, the Cabinet approved the terms preferential mortgage under 3%.

This is stated in resolution No. 856.

Who is eligible for a preferential mortgage:

  • military;
  • doctors;
  • teachers;
  • scientists;
  • war veterans and members of their families, combatants;
  • internally displaced persons;
  • other citizens of Ukraine with housing up to 52.5 sq. m plus 21 sq. m for each family member (if there is enough money).

From October 1, only the first four categories will be able to receive a soft loan. Only they can claim 3%.

For the rest, the program will begin in 2023 with a rate of 7%.

Conditions for obtaining a preferential mortgage:

  • you must be a citizen of Ukraine;
  • a mortgage is issued only after the recipient reaches 18 years of age (the limit for repaying a loan is 70 years);
  • it will be necessary to confirm the solvency of the candidate and his family members;
  • the property of the candidate for a mortgage must be less than 52.5 sq. m of residential real estate plus 21 sq. m for each family member (excluding housing in the war zone or occupation);
  • cannot participate in other public housing programs;
  • cannot be under sanctions;
  • the cost of housing should not exceed the estimated value determined by an appraiser or a bank employee.
  • cost of 1 sq. m should not exceed the indirect cost of the structure, determined by the Ministry of Regional Development and increased by 2.5 times for regional centers, cities with a population of more than 300,000 people, at a distance of up to 15 km from Kyiv, 2 times – for cities with a population of 100,000 – 300,000 people, 1.75 times – for other settlements.

Loan term – up to 20 years, minimum down payment – 20% of the value of the subject of mortgage.

As part of the program, it will be possible to purchase housing up to 52.5 sq. m of total area plus 21 sq. m for each subsequent family member. The house does not have to be new, but if we are talking about the regional center, then it should not be older than 10 years.

War in Ukraine and soft loans

On February 24, 2022, Russia launched a full-scale invasion of Ukraine.

On July 9, the Verkhovna Rada adopted in the first reading a bill on writing off property loansdestroyed or damaged as a result of Russia’s armed aggression against Ukraine.

On August 2, 2022, Prime Minister Denys Shmyhal announced that the program “Affordable Mortgage” will work from October 1
