Even at the stage of designing a residential complex, it is calculated how many places in kindergartens will be needed, where schools should be located, how to get to them, what communications to lay there, how to organize transport.
Kyiv company KBD.estate announced a large-scale project for Ukraine to build the first private city, on the territory of which there are special economic zones, which creates comfortable conditions for business development.
The first step towards the implementation of such a project was made by the Kyiv developer Evgeny Leskivfounder and owner of KBD.estate.
He said that often people in the suburbs complain, for example, about the lack of places in kindergarten, problems with access to medical care, and paperwork. According to the owner of KBD.estate, all this suggests that they have learned how to build housing quickly and efficiently, but not how to organize the quality of life.
“That is why we are confident that the construction of the first private city in Ukraine will show how the territory can be managed if this management is closed in a vertically integrated cycle in a private company,” Leskiv said.
He noted that even at the stage of designing a residential complex, it is calculated how many places in kindergartens will be needed, where schools should be located, how to get to them, what communications to lay there, how to organize transport.
“We are planning a large settlement with low-rise buildings within the village of Glebovka, Vyshgorod district, Kyiv region. 925,000 m2 of housing is being built on 130 hectares of land, that is, we will be able to accommodate more than 28,000 people in 16,000 apartments. This means that we must initially lay convenient location of outpatient clinics, for medical care of the population and convenient logistics for the work of ambulances, fire departments, security – from lighting and panic buttons in all access zones to the construction of a new police station,” Leskiv shared.
That is, in fact, everything that is inherent in the functions of the state is accelerating – to provide for the social needs of people living in the territory. For example, after the construction of a residential complex in the suburbs, it is now necessary to wait for a state subvention in order to begin the construction of a polyclinic or a kindergarten. This stretches over years and causes collapse.
The founder and owner of the KBD.estate company assured that the organization of such a city is in the legal field, Ukraine ratified the European Charter of Local Self-Government back in 1997. According to it, people have the right to choose the conditions in which they want to live in their community.
“For us, it is also a priority to stimulate business in this territory. We also have wide opportunities for this when free economic zones appeared in the country. It is only necessary to calibrate some legal acts to the current realities,” Leskiv said.
He said that the first families were planned to settle in Glebovka, Kyiv region, already at the beginning of 2023.
