Russians are actively distributing their fake utility bills in rubles. However, most locals understand the legal nullity of these receipts.
“Consequently, the Russians resort to threats. In particular, in Kherson, the invaders gathered the heads of condominiums and threatened with “preventive measures” if the residents of the houses do not pay in the “interests of Russia,” the report says.
However, according to the Center, such meetings did not bring any results. Most payments are made in hryvnia. This is especially true for the private sector, which almost completely accepts payments in national currency.
The situation with the occupiers with passportization is no better, they say in the Center. Despite the fact that the Russians offer 10,000 rubles to those who receive Russian citizenship, about 10,000 residents of the occupied Kherson and Zaporozhye regions, that is, about 1% of the adult population, received a Russian passport.
